The 1998 FIFA World Cup, the 16th FIFA World Cup, was held in France from 10 June to 12 July 1998. France was chosen as host nation by FIFA on 2 July 1992. The tournament was won by France, which beat Brazil 3-0 in the final. France won its first title, becoming the seventh nation to win a World Cup, and the sixth nation (after Uruguay, Italy, England, West Germany and Argentina), to be both host and world champion.

This was the first FIFA World Cup to host 32 national teams in the group round. The official match ball was the Adidas Tricolore.

Four nations qualified for the World Cup for the first time: Croatia, Jamaica, Japan, and South Africa.

Germany, Italy, Argentina, Spain, Romania and the Netherlands were seeded along with defending champion Brazil and host France. For the first time in FIFA's history, the draw took place in a football stadium - Stade Vélodrome in Marseilles, on 4 December 1997.

Norway was the last remaining European team in Pot 3, destined to be in Brazil or Argentina's group, which was the former.

Summary

The format of the competition was different from 1994, as the finals were expanded from 24 to 32 teams. The 32 teams were divided into eight groups of four. The eight group winners and the eight group runners-up would qualify for the knockout stage. Starting in this tournament, all teams had to travel in group stage, and stadiums held matches for multiple groups.

The golden goal rule was also introduced to decide knockout matches which went into extra time. Another change in the rules came into effect at this World Cup, stating that as regulation time was about to expire in any period of play the fourth official would use a handheld electronic display to show how many minutes of stoppage time were to be played. This practice has continued since then, after being well received by media and spectators alike.

The tournament opened with 1994 FIFA World Cup champions Brazil's 2-1 victory over Scotland. Norway pulled the shock of Group A, topping the holders 2-1 after two late goals. Still, both teams advanced to the next round. Italy easily won Group B, with Chile's three draws enough for them to get through. The Italy-Chile clash which ended 2-2 saw Italy's Roberto Baggio cast aside the spectre of his miss in the penalty shootout in the final 4 years earlier: this time around his highly controversial spot-kick earned Italy a draw.

France swept Group C, with the lone blemish being the red card expulsion and two-game suspension of Zinedine Zidane in a 4-0 win over Saudi Arabia. Denmark also moved on from the group. Nigeria was the surprise winner of Group D, dubbed the group of death, as Spain once again failed to live up to high pre-cup expectations. Nigeria beat them 3-2 in a thrilling game and moved on to the next round together with Paraguay.

Netherlands and Mexico moved on from Group E, a group that saw four games end in draws. Mexico came from behind in two of those four games that ended in a draw after being down two goals in both games. Germany and Yugoslavia made easy work of Group F.

A late goal for Romania saw them beat England 2-1 and take the top spot in Group G; the English finished second. Argentina swept Group H, joined by Croatia in the second round.

In the second round, Italy beat Norway 1-0 and Brazil made easy work of Chile, 4-1. Laurent Blanc of France scored the first Golden Goal in World Cup history as the hosts beat Paraguay 1-0. Denmark surprised Nigeria, crushing them 4-1. Germany beat Mexico and Netherlands topped Yugoslavia by identical 2-1 scores. Croatia upset Romania 1-0. Argentina beat England on penalties after drawing 2-2 in a game that saw a stunning goal from 18-year-old Michael Owen, and two fairly debatable penalty awards (one for each side) which were both scored. The game was marred by England's David Beckham being sent off after kicking Diego Simeone: despite being a man down, England fashioned the better chances and were unfortunate that an extra-time goal by Sol Campbell was disallowed after Alan Shearer was, also debatably, adjudged to have fouled the Argentine keeper.

France beat Italy in the quarter-finals on penalties after a scoreless draw. Brazil topped Denmark 3-2 in an exciting game. Croatia pulled perhaps the biggest shocker of the tournament, crushing Germany 3-0. The Netherlands-Argentina match was marred by violence; the Netherlands was reduced to 10 men early on after a tackle by Artur Numan injured Diego Simeone and Simeone had to be carried off the field for treatment. Late in the match, Argentina star Ariel Ortega received a red card for head-butting Dutch goalkeeper Edwin van der Sar after van der Sar confronted Ortega on the latter's play-acting attempt to draw a penalty[1]. Shortly after Ortega's sending off, Dennis Bergkamp of the Netherlands scored a memorable goal, finishing from a 60-yard pass to eliminate Argentina 2-1.

In the semi-finals, striker Patrick Kluivert equalized late for the Netherlands to make it 1-1, but the Brazilians won on penalties. They were joined by France, as veteran defender Lilian Thuram scored two goals with stunning runs from the right hand side of the pitch to overcome Golden Boot winner Davor Šuker's opener for Croatia. The Croats beat the Dutch for third place.

For the first time ever, the final featured the host nation and the defending champions. Zinedine Zidane scored two headers from corners in the 27th minute and in first half stoppage time, and Emmanuel Petit added a late goal in second half stoppage time to give France a 3-0 win over Brazil. An estimated one million people took to the Paris streets to celebrate through the night. France became the seventh country to have won the world cup, joining Uruguay, Italy, Germany, Brazil, England and Argentina.

The official song for the event was The Cup of Life by Ricky Martin, and the official anthem was La Cour des Grands by Youssou N'Dour and Axelle Red.

Aside from simple wagers—betting a friend that one's favorite baseball team will win its division, for instance, or buying a football "square" for the Super Bowl--sports betting is commonly done through a bookmaker.

* Proposition bets. These are wagers made on a very specific outcome of a match. Examples include guessing the number of goals each team scores in a handball match, betting whether a player will score in a football game, or wagering that a baseball player on one team will accumulate more hits than another player on the opposing team.
* Parlays. A parlay involves multiple bets (usually up to 12) and rewards successful bettors with a large payout. For example, a bettor could include four different wagers in a four-team parlay, whereby he is wagering that all four bets will win. If any of the four bets fails to cover, the bettor loses the parlay, but if all four bets win, the bettor receives a substantially higher payout (usually 10-1 in the case of a four-teamer) than if he made the four wagers separately.
* Progressive parlays. A progressive parlay involves multiple bets (usually up to 12) and rewards successful bettors with a large payout, but not as large as normal parlays. However in a progressive parley, unlike a regular parley, some of the bets can lose, and a reduced payout will still be made.
* Teasers. A teaser allows the bettor to combine his bets on two or more different games. The bettor can adjust the point spreads for the two games, but realizes a lower return on the bets in the event of a win.
* Run line, puck line or goal line bets. These are wagers offered as alternatives to straight-up/moneyline prices in baseball, hockey or soccer, respectively. These bets feature a fixed point spread that (usually) offers a higher payout for the favorite and a lower payout for the underdog (both in comparison to the moneyline). For example, the above-described Brewers/Cubs baseball game might offer a run line of Milwaukee -1.5 (+100) and Chicago +1.5 (-120). A bettor taking Milwaukee on the run line can avoid risking $200 to win $100 on the moneyline, but will collect only if the Brewers win by 2 runs or more. Similarly, a run line wager on the Cubs will pay if Chicago loses by no more than a run, but it requires the bettor to risk $120 to win $100. Bettors may also wager on so-called alternate run, puck, or goal lines, which offer decreased payouts on the favorite and increased payouts on the underdog. Once again using the Brewers/Cubs baseball game as an example, a sportsbook might offer an alternate run line of Milwaukee +1.5 (-300) and Chicago +1.5 (+270).
* Future wagers. While all sports wagers are by definition on future events, bets listed as "futures" generally have a long-term horizon measured in weeks or months; for example, a bet that a certain NFL team will win the Super Bowl for the upcoming season. Such a bet must be made before the season starts in September, and winning bets will not pay off until the conclusion of the Super Bowl in January or February (although many of the losing bets will be clear well before then and can be closed out by the book). Odds for such a bet generally are expressed in a ratio of units paid to unit wagered. The team wagered upon might be 50-1 to win the Super Bowl, which means that the bet will pay 50 times the amount wagered if the team does so.
* Head-to-Head. In these bets, bettor predicts competitors results against each other and not on the overall result of the event. One example are Formula One races, where you bet on two or three drivers and their placement among the others. Sometimes you can also bet a “tie”, in which one or both drivers either have the same time, drop out, or get disqualified.
* Totalizators. In totalizators (sometimes called flexible-rate bets) the odds are changing in real-time according to the share of total exchange each of the possible outcomes have received taking into account the return rate of the bookmaker offering the bet. For example: If the bookmakers return percentage is 90%, 90% of the amount placed on the winning result will be given back to bettors and 10% goes to the bookmaker. Naturally the more money bet on a certain result, the smaller the odds on that outcome become.

The general role of the bookmaker is to act as a market maker for sports wagers, most of which have a binary outcome: a team either wins or loses. The bookmaker accepts both wagers, and maintains a spread (the vigorish) which will ensure a profit regardless of the outcome of the wager. The Federal Wire Act of 1961 was an attempt by the US government to prevent illegal bookmaking[1]. However, this Act does not apply to other types of online gambling.[2] The Supreme Court has not ruled on the meaning of the Federal Wire Act as it pertains to Online gambling.

Odds for different outcomes in single bet are presented either in European format (decimal odds), UK format (fractional odds), or American format (moneyline odds). European format (decimal odds) are favoured in continental Europe, Canada, and Australia. They are the ratio of the full payout to the stake, in a decimal format. Decimal odds of 2.00 are an even bet. UK format (fractional odds) are favoured by British bookmakers. They are the ratio of the amount won to the stake. Fractional odds of 1/1 are an even bet. US format odds are favoured in the United States. They are the amount won on a 100 stake when positive and the stake needed to win 100 when negative. US odds of 100 are an even bet.

In Asian betting markets, other frequently used formats for expressing odds include Hong Kong, Malay, and Indonesian-style odds formats. Odds are also quite often expressed in terms of implied probability, which corresponds to the probability with which the event in question would need to occur for the bet to be a breakeven proposition (on the average).

In the USA, the Professional and Amateur Sports Protection Act of 1992 makes it illegal to operate a scheme except for in a few states. In many European nations bookmaking (the profession of accepting sports wagers) is regulated but not criminalized. The NCAA has threatened to ban all playoff games in Delaware if the state allows betting on college sports.[3] New Jersey, which is also interested, has been similarly threatened.[4] Proponents of legalized sports betting generally regard it as a hobby for sports fans that increases their interest in particular sporting events, thus benefiting the leagues, teams and players they bet on through higher attendances and television audiences. Opponents fear that, over and above the general ramifications of gambling, it threatens the integrity of amateur and professional sport, the history of which includes numerous attempts by sports gamblers to fix matches, although proponents counter that legitimate bookmakers will invariably fight corruption just as fiercely as governing bodies and law enforcement do. Most sports bettors are overall losers as the bookmakers odds are fairly efficient. However, there are professional sports bettors[citation needed] that make a good income betting sports, many of which utilize sports information services.

In areas where sports betting is illegal, bettors usually make their sports wagers with illicit bookmakers (known colloquially as "bookies") and on the Internet, where thousands of online bookmakers accept wagers on sporting events around the world.

Range of events

Most bookmakers in the United States bet merely on college and professional sports, though in the United Kingdom and Ireland they offer a wider range of bets, including each-way betting on golf, football and tennis, and especially horse racing and greyhound racing. They also specialize in novelty events such as betting that there will be a white Christmas, the outcome of political elections and reality television contests.

By adjusting the odds in his favor or by having a point spread, the bookmaker will aim to guarantee a profit by achieving a 'balanced book', either by getting an equal number of bets for each outcome, or (when he is offering odds) by getting the amounts wagered on each outcome to reflect the odds. When a large bet comes in, a bookmaker can also try to lay off the risk by buying bets from other bookmakers. The bookmaker does not generally attempt to make money from the bets themselves, but rather profiting from the event regardless of the outcome. Their working methods are similar to that of an actuary, who does a similar balancing of financial outcomes of events for the assurance and insurance industries.

Bookmaking may be legal or illegal, and may be regulated; in the United Kingdom it was at times both regulated and illegal, in that licences were required but no debts arising from gambling could be enforced through the courts. Now, since the inception of the National Lottery, not only is it completely legal in the UK, it is a small contributor to the British economy, with a recent explosion of interest with regard to the international gaming sector industry. However, gambling debts still remain unenforceable under English law. [citation needed]

Bookmaking is generally illegal in the United States, with Nevada being a notable exception.[citation needed]

In some countries, such as Singapore, Sweden, Canada, Hong Kong and Japan, the only legal bookmaker is state-owned and operated. In Canada, this is part of the lottery program and is known as Sport Select.

In the United Kingdom, trusted legal bookmakers are members of IBAS, which is an industry standard organization which resolves to settle disputes.

Traditionally, bookmakers have been located at the racecourse, but improved TV coverage and modernisation of the law have allowed betting in shops and casinos in most countries. In the UK, on-track bookies still mark up the odds on boards beside the race course and use tic-tac or mobile telephones to communicate the odds between their staff and to other bookies, but, with the modernisation of United Kingdom Bookmaking laws, online and high street gambling are at an all-time high, with a so-called Super Casino having been planned for construction in Manchester prior to the government announcing that this plan had been scrapped on 26 February 2008.

In 1961, Harold Macmillan's Conservative Government legalised betting shops and tough measures were enacted to ensure that bookmakers remained honest. A large and respectable industry has grown since. At one time there were over 15,000 betting shops in the UK. Now, through consolidation, they have been reduced to about 8,500. Currently there are four major "high street" bookmakers in the United Kingdom: William Hill, Ladbrokes, Coral, and state-owned ToteSport, with Sky Bet, Bet24, Betfred, Victor Chandler, Stan James, Sportingbet, Mansion and Bet365, rapidly emerging, in terms of turnover and event sponsorship.

With the arrival of the World Wide Web, many bookmakers have an online brand, although independently owned bookmakers often still maintain a "bricks and mortar" only operation and others operate a "skin" or "white label" operation which they purchase from one of the large firms as is the case with BetDirect and Betterbet . The main websites only accept bets from countries where internet gambling is not prohibited, and from people over 18 years old. Often these websites are linked to online casinos. Controversially, the explosion in Internet gambling is being linked to an increase in gambling addiction, according to the UK's help and advice organizations for addicts, GamCare and Gamblers Anonymous.

Increasingly, online bettors are turning to the use of betting exchanges such as Betfair and BETDAQ, which automatically match Back and Lay bets between different bettors, thus effectively cutting out the bookmaker's traditional profit margin also called an overround.

These online exchange markets operate a market index of prices near but usually not at 100% competitiveness as exchanges take commissions on winnings. True Wholesale odds are odds that operate at 100% of probabilistic outcomes.

Some bookmakers have even taken to using betting exchanges as a way of laying off unfavorable bets and thus reducing their overall exposure. This has led insecurity from the TAB in Australia, a government-run betting agency which attempted to deny Betfair an Australian license by running unfavorable ads in the media regarding the company. When Tasmania granted Betfair a license despite these efforts the Western Australian state legislature passed a law that specifically criminalised using betting exchanges from within the state, however that law was later ruled to be unconstitutional.

Betting exchanges are universally disliked by the traditional bookmaker. Not only are they generally able to offer punters better odds due to their much lower overheads, but also in giving opportunities for arbitrage: the practice of taking advantage of a price differential between two or more markets, although traditionally arbitrage has always been possible by backing all outcomes with bookmakers (dutching) as opposed to laying an outcome on an exchange. Exchanges do, however, allow bookmakers to see the state of the market and can set their odds accordingly.

Bets are also taken via phones, using SMS text messages, though poker and other sports are more suited to other mediums. As technology moves on, the gambling world ensures it is a major player in new technology operations.

Most televised sports in the United Kingdom and Europe are now sponsored wholly or partly by Internet and high street bookmakers, with sometimes several bookmakers and online casinos being displayed on players' shirts, advertising hoardings, stadium signs and competition event titles, although Werder Bremen are currently fighting the German courts for the freedom to continue featuring bookmaker Bwin on their shirts, as Germany and France take action against online gamers.

With the recent banning of tobacco sponsorship, and the significant commercial budgets available to the gaming industry, sponsorship by car manufacturers, alcoholic drinks, soft drinks and fast food marketers is being rapidly replaced by sponsorship by gaming companies in the Far East and Europe.

The United Kingdom Gambling Act 2005 introduces a new regulatory system for governing gambling in Great Britain. This system includes new provisions for regulating the advertising of gambling products. These provisions of the Act came into effect in September 2007. It is an offence to advertise in the UK, gambling which physically takes place in a non-European Economic Area (EEA), or in the case of gambling by remote means, gambling which is not regulated by the gambling laws of an EEA state.[1]

The situation is more confused in the United States, which has attempted to restrict operators of foreign gambling websites accessing their domestic market.
